摘要
居民点整理的顺利实施需要农户的支持和配合。对农户居民点意愿做调查,可推断农户是否支持配合居民点整理政策,也可发现政策漏洞并为修订政策提供依据和参考。笔者以河北省几个居民点整理县(市)为例,采用发放问卷和实地采访的方式收集数据资料。调查发现,多数农户对居民点整理政策心存疑虑,农户对居民点整理的主要顾虑是:收入水平低,买不起楼也养不起楼;缺乏社会保障,不愿失去土地;对干部的不信任,担心利益受损;政府的拆占补贴是否合理及新居质量问题。提出居民点整理政策的顺利实施,要以人为本、实事求是、完善补贴政策、明晰土地产权。
The successful implementation of the rural residential land consolidation needs farmers’support and cooperation.We can deduce that if the farmers support the policy or not and find the disadvantages,furthermore,making it as the reference of amending policy of e rural residential land consolidation.Based on an investigation data on the implement policy of rural residential land consolidation,obtained from several cities of Hebei,analyzing the farmers will.For majority of farmers,discovered from the datum of the survey,the policy can not meet farmers’wants.The main misgivings of farmers including： farmers’income was so low that they unable to buy or pay for the now abodes;lacking of social security,farmers didn’t want theirs lands be withdrawal;farmers were not trusted in cadres and afraid of profits be invaded;allowance quantity and abodes quality were under suspicion.At the end,for eliminating the farmers’misgivings,the suggestion that the implement policy of rural residential land consolidation should be human-oriented,be practical and realistic,perfect allowance policy and clarify land property rights were given in this paper.
