摘要
地方行政立法的质量状况,直接影响着国家法律的实施和地方性事务的管理成效。通过对2000～2010年的河南省政府规章及其制定活动的综合评价,认为地方行政立法程序、手段和技术比较完善,规章质量状况良好,但存在计划约束力不强,公众参与度不高,立法技术相对落后等问题,地方行政立法质量有进一步提升空间。
The quality situation of local administrative legislation has a direct effect on implementation of state law and on the management results about local affairs. On the basis of the comprehensive assessments of Henan government regulations and its promulgating activities from 2000 to 2010, the author affirms the follow- ings ： The procedures, ways and techniques of local administration legalization are rather perfect, and the government regulations are in good condition, but, due to relatively poor plan＇ s constraint force, low public participation and out - of - date legislative techniques , the local administrative legislation＇ s quality needs to be improved further.
