摘要
高校过度"行政化"的管理模式使得政府与高校出现管理危机和信任危机,政府与高校以及高校内部"契约不完全"的委托代理制度催生了高校的"行政化"问题。高校"去行政化"必须发挥制度诱致性变迁的作用,以"契约"和"市场"精神改造政府与高校及高校内部的委托代理制度,并在此基础上构建现代大学制度。
Management models of excessive administration in high education institutions are raising more administrative and trust crises for the government and universities.The incomplete contracts entrusted-agent systems between the government and universities,and interior staff lead to the administration problem in high education institutions.The probable approaches for non-administration in high education institutions are to reform their entrusted-agent systems in the spirit of ＂contract＂ and ＂market＂ through playing the role of induced institutional change,and construct the modern university system based on it.
