摘要
在市场经济不断发展的今天，我区卫生事业发展存在与全区社会和经济发展不适应、卫生保健和生产力发展不协调的情况，具体表现为资源配置不合理、需求供给不平衡、服务模式不适应、系统内部不协调。为此，我们建议我区卫生改革应以开展农村社区卫生服务为切入点，依托原有的农村三级医疗预防保健网，将社区卫生服务与农村初级卫生保健“合二为一”，变单纯的医疗服务为医疗、预防、保健、康复、健康教育和计划生育技术指导“六位一体”的卫生服务，并就如何开展农村社区卫生服务问题，提出：强化政府行为，为农村社区卫生服务启动创造基本条件；推行乡（ 镇） 村一体化管理，合理配置卫生资源；实行家庭健康保险与农村社区卫生服务有机结合，巩固和发展合作医疗；深化乡镇卫生院改革。
With the development of the market economy, it has become clear that medical and health work in our district lags behind social and economic development. The manifestations include irrational allocation of resources, imbalance between demand and supply, unfitness of the service mode, and lack of coordination within various organizations. It is thus suggested that medical and health reform in the district start from the conduction of rural community health service, which should be combined with primary rural healthcare. The existing “three level” medical and health network in the rural areas should be relied on and the delivery of medical care alone should be replaced by the “six in one” health services, which include treatment, prevention of diseases, healthcare, convalescence, health education, and technical guidance in birth control. In conducting rural community health service, the government’s role must be stressed so as to create necessary basic conditions, management by villages and towns must be integrated so as to rationally allocate health resources, family health insurance and rural community health service must form an organic whole so as to enforce and develop cooperative medical care, and reform of hospitals in villages and towns must be deepened so as to cultivate teams of qualified general practitioners.
