摘要 高碳燃料大规模使用过程中产生的巨量CO2排放,导致大气中CO2浓度快速增加,全球气温升高,危及人类生存安全。发展低碳能源成为实施CO2减排的重大举措。在探讨低碳燃料的界定方法,构建CO2排放体系的基础上,提出了广义低碳能源概念。为加快实施低碳能源战略,拟确立发展低碳用能理论与创新低碳技术并举的原则,并对低碳技术的创新原则、项目分类以及能源转型初始期拟选创新项目做了全面阐述。 The great emission of CO2 from the huge scale of high carbon fuel process leads to the rapid increasing of CO2 concentration in atmosphere and globe temperature high,which threatens human life safety.In the base of low carbon fuel classification method discussion and CO2 emission system configration,low carbon energy concept is proposed.In order to implement low carbon energy strategy rapidly,the discipline of developing low carbon energy apply theory and creating low carbon technologies is expected to be established.Innovation discipline of low carbon technology,project catalogue,and Innovation project of original energy conversion period have been stated here.
