摘要
文章基于1998—2007年间广东政府部门对人力资本公共投入的数据,采用泰尔指数进行实证研究,考察政府部门人力资本投资差异。研究表明,广东省人力资本公共投资的总体差异呈现缩小的趋势,但与长三角地区相比存在一定的差距;在人力资本公共投资分布的总体差异中,随着时间的推移,地区之间差异在总差异中的比重越来越小,区域内部的差异占总差异的比重越来越大;在四大区域的人力资本公共投资分布差异情况中,东部地区的分布差异化程度最高,并且呈现出逐渐增加的趋势。一方面,各级政府应该增加人力资本公共投资的力度;另一方面,省级政府应该加大对各地区特别是东部地区的财政转移支付力度。
The thesis mainly analyzed the difference of public investment to human capital in Guangdong area with the use of Theil index that based on the date from 1998-2007.The thesis found that the total difference of public investment in human capital for Guangdong area is decreasing year by yea which is still at high level compared with area of Yangtze River delta.Besides,difference of public investment in human capital in sub-areas of Guangdong is increasing especially in east area which owe to the shortage of public investment in human capital.The government should not only persist on increasing the public investment in human capital but increase transfer payment of finance to sub-areas of Guangdong especially to east area.
