建国５０ 年来， 黑龙江省的水利建设大体经历了五个阶段， 特别是党的十一届三中全会以后的２０年， 黑龙江省水利事业跨入全国先进行列。防洪除涝、水土流失治理、供水排水、水力发电等取得显著成就， 农田水利基本建设引进了竞争机制， 改革了水利工程产权制度。下世纪初将集中力量构筑水利五大工程体系， 强化两大基础设施建设， 突出三个重点，
Since the establishing of our country over the past 50 years, the water conservancy construction for Heilongjiang Province underwent five stages approximately. Particularly, after the third Plenary of the Eleventh Central Committee of the Chinese Communist Party over the past 20 years, it strides into the advanced rank throughout the country. The flood control and surface drainage, the soil and water losses control, the water supply and drainage, and the water power has marked success. The competitive mechanisms were introduced into the capital construction of farmland water conservancy. The property right structures taken place tremendous changes. For the beginning of next century, it will concentrate strength to construct five project systems, to strengthen two-infrastructure construction, to stress three main points and to accomplish one work objective.
