摘要
提出一种基于经济准则和生态准则相结合的水电站经济运行理论,即生态经济运行理论以及相应的计算方法,该理论是针对已建成运行的水电站在保障河流生态系统健康的前提下,实现水电站运行经济效益最优化的理论及方法。分析了水电开发给河流生态环境系统带来的重要影响;给出河流不同类型河段生态需水量的确定方法,以及作为约束条件的控制断面年内各时段生态需水流量的计算方法;建立了满足水电站下游河段控制断面生态需水流量、水库安全与可靠性等约束条件的水电站生态经济优化运行模式,采用数学规划方法求解可获得全年发电效益期望值最大的结果。
A new theory for the economic operation of hydropower stations as well as the corresponding methods was proposed based on the coupling of economic and ecological standards, namely the eco-economic operation theory. The proposed theory would realize the optimal economic operation of hydropower stations on condition that the ecological system of rivers would be kept healthy as regards the operation of the existing hydropower stations. The influence of hydropower exploitation on river ecology and environment was analyzed. The definite method for ecological water demand in different river reaches was given, and the method to calculate ecological water discharge in control section in a year at all time was provided. An eco-economic optimal operation mode for hydropower stations satisfying the restraint conditions such as ecological water discharge in control sections of river reaches, safety and reliability of reservoirs was established. The maximum expected value of generating benefits of hydropower stations would be achieved based on the solutions by means of the mathematical programming method.
