摘要
通过构建社会性公共服务综合评价指标体系,利用"纵横向"拉开档次法和聚类分析法对1997-2008年中国省域间社会性公共服务水平进行了综合评价,并通过LSD检验和Theil指数测度了梯队间与梯队内差异程度;在此基础上最后利用面板数据模型对省域社会性公共服务水平的影响因素进行了实证,进而提出了相关的政策建议。
This paper confirms the elements of evaluation index system of the social public services,and makes a comprehensive evaluation on the level of social public services of provinces from 1997 to 2008 by using the vertical and horizontal pull-grade method and hierarchical cluster method.Also,this article measures the difference between the echelons and within the echelons By LSD test and the Theil index.On this basis,the article analyzes the factors by panel data model and then put forward the relevant policy recommendations.
