摘要
《重庆市城乡规划条例》已于2009年9月25日经重庆市第三届人民代表大会常务委员会第十二次会议审议通过,并于同年9月29日由重庆市人民代表大会常务委员会发布〔2009〕第26号公告予以公布。条例共7章81条,自2010年1月1日起施行,其公布与实施,是重庆市城乡规划领域的一件大事,它对于科学制定城乡规划,加强城乡规划管理,协调城乡空间布局,改善人居生活环境,促进城乡统筹发展和社会经济全面、协调、可持续发展,具有重要的意义和作用。本文对《重庆市城乡规划条例》的主要内容分章进行了解读,希望能为大家学习贯彻新条例、准确把握立法本意有所帮助,并期望在贯彻新条例的过程中,通过广大规划工作者和社会各界的共同努力,不断丰富条例内涵。
Having been passed on the Third Session People＇s Congress of Chongqoing Twelfth Meeting of the Standing Committee held on September 25th, 2009, the Urban and Rural Planning Ordinance of Chongqing was issued in the No.26 （2009） Chongqing Municipal People＇s Congress Standing Committee Announcement made on September 29th, 2009. The ordinance consists of seven chapters including eighty-one terms. It will come into effect on January 1st, 2010. Its announcement and adoption means a lot in the field of urban and rural planning of Chongqing for this ordinance plays an impor- tant and significant role in the scientific settlement of urban and rural planning, the enhancement of the management of urban and rural planning, the co- ordination of spatial layout in the rural and urban areas, the improvement of living anvironment, the promotion of the development of unified urban and rural planning, and the stimulation of developing the social economy in an all-round, coordinate, sustainable way. With the expectation of continuously enriching the meaning of the ordinance through people working for planning at all levels of society to make efforts together in the process of adopting this new ordinance, this thesis will interpret in several chapters the main content of the Urban and Rural Planning Ordinance of Chongqing, aiming at helping readers learn and adopt the new ordinance, and understand the real meaning of legislation.
