摘要
日本高等教育在过去的20年间经历了激烈的变革,目前正处在继135年前的第一次改革和60年前的第二次改革之后的第三次改革浪潮中。当前日本高等教育改革最明显的特征之一是在众多的大学中弥漫着竞争的精神与态度,第二个特点是改进本科生教育与研究生教育,第三个特点是强化大学管理。21世纪的日本大学面临着挑战与危机,建设更多的世界高水平大学尚需时日,预言10年内就能实现大学的国际化恐怕也为时尚早。未来10年,结构松散型的大学将不复存在,组织完善、富有竞争力、努力提供优质教育和高生产力的研究项目的大学会兴旺起来。
Japanese higher education has also experienced a drastic change during the past twenty years.The Japanese higher education is now in the midst of the third largest reform movement following the first reform of 135 years ago and the second one of 60 years ago.One of the most distinctive features of the present university reform is this competitive spirit and attitude pervasive in most universities.The second feature of the recent university reform is the enrichment of undergraduate and graduate education.The third feature of the present higher education reform is its intensification of university governance and management.Japanese universities in the 21st century are facing both challenges and crises.It will take some time to create more world class universities in Japan.It may be too early to announce that Japanese universities will be internationalized within a decade.One thing which will surely happen during the next decade,however,is that a loosely structured university will no more survive in Japan and only a well-structured,competitive university,which strives to provide quality education and productive research programs,will thrive.
