摘要
本文描述张之洞的情报网络在戊戌政变前後的表现。张之洞在京的政治情报网络，除了前文提及的杨锐外，还有在京的至亲至朋，因故入京的湖北官员也充当了他的临时探员。此外，张之洞派其亲信赵凤昌坐镇上海，另在上海、天津雇佣了专门的情报员。从张之洞与他们之间的密电往来，可以看清当时的许多政情奥舆情。
This paper described Zhang Zhidong’s information network and its function around 1898 Reform (Wuxu Bianfa). This network included Yang Rui, as discussed in last paper, relatives and friends in Beijing, and Hubei officials who went to Beijing for reasons. Zhang sent Zhao Fengchang set in Shanghai, hired informants in Shanghai and Tianjin, too. Many political and public issues can be seen from the telegrams between them.
