摘要
中国经济的成功与其采取的独特经济发展模式有关,这些模式概括为四个方面:增长优先、沿海先行、投资驱动和出口鼓励。这种模式在产生巨大成功的同时也带来了严重的问题,因此在新的历史阶段,这种发展模式必须转变:增长优先型应转为增长与公平并重,沿海先行转为平衡增长,投资驱动转为消费驱动,出口鼓励转为出口中性。实现模式转换需要树立科学发展观的理念,抛弃增长中心主义的思路,加快体制改革步伐和实施新的政绩考核体系。
China＇s economic success is closely related with its unique mode of economic development, which consists of four aspects： giving priorities to growth, coastal development first, driving by investment, and encouragement of exports. This mode has created enormous successes while at the same time produced serious problems, therefore at the present new historical stage, this mode has to be transformed; priorities given to growth only should be converted into both growth and fairness; coastal development first into a balanced development; investment-driven into consumption-driven; and export promotion into export neutral. In order to achieve transformation of mode, we should establish the concept of scientific development, abandon the growth-centered idea, accelerate the pace of system reform and implement the new performance evaluation system.
