摘要
鉴于国内一些电力建设EPC项目中较多存在安全基础管理薄弱、安全管理体系不健全、有效性差、安全管理人员和一线施工人员安全意识差,懂管理、懂技术、懂安全、实践经验丰富的人较少等突出问题,亟须从安全管理、文明施工管理的目标、体系、责任、措施、落实、意识等六要素予以系统梳理。即通过确立目标、建立体系、落实责任、抓好措施、加强落实、强化意识,以"六元一体"的管理,不断夯实安全管理基础,有效提升安全管理品质,构建本质安全的管理体系。
In view of the problems raised up in the EPC project of power constructions such as poor security management infrastructure, imperfect of security administration system, imperfect effectiveness, poor security awareness from safety administration staff and workers on-site, especially a lack of experienced EPC personnel of high quality who has a good command of management, technology and a good sense of security. Therefore, the six diversifications in terms of object, system, duty, measures, implementation and sense should be systematically carded from the perspectives of safety man- agement and rational construction management, namely, through setting up goals, constructing system, implementing duties, taking measures, enforcing implementations and strengthen thoughts though the six-diversification management to continuously enforce the security management basis, to effectively elevate safety management quality and to construct a safety management system.
