摘要
台湾"参与国际活动"是两岸关系和平发展过程中必须面对的重要挑战与难题,其核心是台湾"参与联合国"问题。台湾作为中国一部分的事实决定了其"参与国际活动"包括"参与联合国"活动必然受到限制,即不能冲撞"一个中国"的原则与国际框架。然而在实践中,台湾当局往往背离这一基本原则,由此导致台湾"参与联合国"问题的产生。在不同时期,台湾"参与联合国"问题具有不同的表现形态。但从台湾"参与联合国"问题的产生与发展演变中,依然可以发现一些规律性的线索,如一个中国原则不可动摇、增进双方政治互信的重要性以及"个案处理"方式等。
Taiwan's application for UN is the core of Taiwan's participation in international activities which is the major challenge and difficult problem in the peaceful development of cross-Strait relationship.The fact that Taiwan is part of China decides that Taiwan's participation in international activities including participation in UN activity is limited.In other words,Taiwan should not violate the One China principle and international framework.However,Taiwan authorities always depart from the basic rule in reality which brings about the so-called Taiwan 'Application for UN' issue.The issue has taken different forms in different periods but people can still find from its evolution some regular clues such as the inviolability of the One-China principle,the importance of promoting mutual political trust and solving problems case by case.
