摘要
中国传统监狱缺乏专业人才,常由"佐贰杂流滥竽充数",导致狱制腐败,诟病重重。晚清政府顺应近代监狱行刑观念的转变,举办监狱教育,培养监狱专官;同时改定狱官品级、提高狱官待遇及政治地位。虽然改革在短时间内并没有取得显著效果,但这是以正规的学校教育和系统的法律、监狱学理念培养监狱管理人才为出发点,,开启了近代监狱人才培养的大门,为其后民国政府进行狱制改革提供了典范和人才储备。
Traditional Chinese prisons Lacked of professional personnel, the positions were often taken by low quality people, which consequently led to corruption in prison systems, and was criticized heavily. The late Qing government responsed to the changes in the concept of modern prison execution, holded prison education, set to change the grades of prison officials to improve their treatment and political status. Although in a short time the reform didn't get significant effect, but it was a beginning of training prison personnel based on formal education, the legal system and the prison school concept,which opened the door of prison personnel training to modern times, and provided a model and talent pool for the Government of the Republic.
