摘要
2010年,海南省建设国际旅游岛获批,受这一政策的刺激,短短几个月内岛内房价大幅飙升,住房问题再次成为热点话题。为适应这一新形势,海南省将保障性住房列为今年的一号民生工程。近年来海南省在这方面取得了一定的成效,但地方政府在保障性住房供给上存在着激励不足的现象,这与政府作为供给责任主体的角色是个两难困境,那么如何完善保障性住房制度就成为中心所在。
In 2010,the international tourism island construction obtains the authorization of Hainan Province,the house price rises dramatically in several months in the island under this policy stimulation,the housing problem becomes a hot topic.The Hainan Province will treat the security housing as the first livelihood project in order to adapt the new situation.In recent years it has obtained some results in the aspect,However,the local government has the shortage of motivation on the supply of security housing.The government is the responsibility body also the main supply,this is a dilemma.Therefore,how to improve the security housing system has become the focus.
