摘要
文章通过玉华宫风景区规划实践，针对如何处理资源保护与开发建设之间的矛盾；如何保护历史文化环境；如何再现历史文化价值；历史文化环境怎样才能可持续发展等热点问题进行了探讨。结合当前我国在处理历史文化环境的一些作法，提出了不同观点。确定了在自然生态环境和历史文化环境共存的背景下的规划指导思想和原则。
This paper, through the planning practice of Yu Hua palace scenic spot, discusses such issues as the relationship between resource reservation and exporation, the protection of historic cultures,the reproduction of historcal and cultural heritage and the sustainable developement of historical and cultural environment,and gives some suggestions.
