摘要
生命线工程研究取得了丰富的成果,把这些成果嫁接到粮食工程系统是一个重要的尝试。与其他的生命线工程相比,粮食工程是更重要的生命线,它提供了一个新的视野,是一个全新的复杂巨系统,需要进行高水平的行业管理和创新,以便形成一条充满活力的生命线,实现行业、社会、企业的更好发展。为此,要做好粮食生命线的战略保障,重要的战略谋划是成立统一的粮食协调领导机构和建立粮食中央银行管理体系,具体的战略保障措施则是实现不同警情下的应急管理。
It is an important attempt to take these abundant achievements in lifeline project into the research of grain lifeline. Compared with other lifeline engineering, food lifeline is the more important one. Grain lifeline provides a new vision. Thus, we take this as a new complex huge system requiring high level industrial management and innovation, so as to form a vibrant lifeline, and to realize industry, society and enterprises better development.Therefore, strategic guarantee is important, including the establishment of unified coordination organization and the building of central bank management system, and the specific strategic safeguard measures are taken to realize emergency management under different alert conditions.
