摘要
自冷战结束和苏联瓦解以来,世界政治中出现的最引人注目的变化之一,是欧亚大陆的地理政治重心正在从西欧向东亚发生明显转移,这种变迁对21世纪前期的美国大战略的挑战性在于,后冷战时代的美国如果要继续保持现有的世界领导者地位,势必将对其现有大战略做出某些重大调整,以反映正在发生剧烈变化的地理政治现实。本文指出,与冷战后正在发生的地理政治变迁相对应(尤其是中国崛起),21世纪前期美国大战略的关注重点同样也将从西欧向东亚发生转移,而这点意味着美国将为此发展新的技术和缔结新的同盟。
Since the end of the Cold War and the collapse of USSR, one of the most remarkable changes in world politics is the shift of geographical political center of Eurasia from West Europe to East Asia. This shift has posed a challenge to the American grand strategy in the early part of the 21st century. For if the United States wants to maintain its leading position in the world in the post-cold war era, it has to make major adjustment to its current grand strategy to reflect the dramatic changing reality with respect to geographical politics. The author points out that in ac- cordance with the geographical and political changes that happened after the Cold War (especially the rise of China) the focus of the American grand strategy in the early part of the 21st century will also shift from West Europe to East Asia. This means that the United States shall develop new technologies and find new allies.
