摘要
近几年出现的"气荒"暴露出天然气储气调峰中存在的"短板",如供需矛盾长期存在、天然气峰谷差日渐严峻、储气库资源薄弱、大型管网之间调配困难等。电力部门实施电力需求侧管理,采取了一整套行之有效的措施来缓解电力的供需矛盾、电力峰谷差日渐严峻及其电力调峰的问题。其对我国天然气调峰的启示是:政府部门应对天然气调峰制定相应的法律法规和优惠政策,积极支持天然气调峰手段和技术的研究与开发;建立灵活的系统负荷合同和大客户负荷管理系统,加强可中断用户的管理,在天然气紧缺的情况下,利用双燃料系统,进行有效调峰;利用价格杠杆,实施峰谷分时气价,鼓励用户"移峰填谷"。通过实施上述措施有望解决天然气调峰问题,促进我国天然气产业链的可持续发展。
'Gas famine' in recent years of China reveals that problems so-called the phenomenon of short slab do exist in natural gas storage and peak-shaving,such as long existing contradiction between demand and supply,the austerity day by day of peak-valley difference,lack of sources for gas storage,and difficult regulation between large pipeline networks.The power demand side management is adopted by the electricity power sector to solve those problems by use of a package of feasible and practical countermeasures.From this reference,some proposals are presented for natural gas peak-shaving in China.First,the relevant government departments should enact the corresponding laws and regulations or make preferential policies for gas peak-shaving and should provide robust support for the research and development of all kinds of peak-shaving means and techniques.Second,flexible system load and major customers load management systems should be established,the management should be strengthened on those interruptible consumers,especially under the condition of gas shortage,peak-shaving should be effectively performed by means of a dual-fuel system.Third,by full use of price leverage,peak-valley time-of-use gas pricing should be carried out to encourage peak load shifting.All those above countermeasures will help resolve problems in gas storage and peak-shaving,thus help promote the sustainable development of natural gas industry chain in China.
