摘要
农民工问题是中国从城乡二元经济结构向现代社会经济结构转变过程中的一个重大战略问题。解决好农民工问题,不仅直接关系到从根本上解决农业、农村和农民问题,也关系到工业化、城市化乃至整个现代化的健康发展,关系到改革发展稳定的全局。必须坚持以政府为责任主体,农民工为责任客体和社会第三方服务组织为责任相关者的原则,系统构建起具有可操作性、可持续性、可协调性的政策支持网络,有针对性地解决与创业有关的机制、服务、投入、融资、培训、文化等问题,只有这样才能从理论上和实践构建上合理地制定农民工返乡创业政策支持体系,促进农民工创业成功。
