摘要
国土资源是国家和社会赖以生存和发展的物质基础,珍惜、保护和合理利用国土资源在国民经济发展中具有十分重要的作用。随着经济的不断发展和改革开放的不断深入,国土资源管理和执法监察面临着新的形势和挑战。特别是在基层国土执法监察工作中,"执法难、难执法、法难执"一直是其工作的主要难题。如何客观全面地认识新形势下基层国土监察工作存在的问题,采用切实可行的办法解决这些问题,成为目前基层国土监察工作的重点,也是全面推进基层国土监察工作的关键。
Natural resources is essential for human being and economic activities,so protecting,developing and rationally utilizing natural resources is very important in economic development.With the development of the economic and the development of the reform,the management of natural resource and the supervision face reform and development.Especially in the supervision of national land at the grass-roots level,being difficult to execute the Law is the main challenge.How to make an objective and all-around understanding on the problems of the supervision of national land at the grass-roots level in the new situation and put forward some possible solutions is the key point of the supervision of national land at the grass-roots level and the key of pushing the supervision of national land at the grass-roots level in all-round.
