摘要
树立亲民的政府形象有利于凝聚民心，提升社会公众对政府的支持和信任，从而有效减少政府管理阻力，提升政府行政效率，降低政府运行成本，并在此基础上促进政府目标的实现。因此，认真研究“亲民政府”形象的塑造问题就显得非常必要。按照行政法治原则，行政行为的前提是行政权。行政权的扩张，是现代社会政治、经济、文化发展的必然趋势。自由裁量权是现代行政权的主要表现形式。按照“比例原则”和“仁爱原则”依法行使自由裁量权是亲民政府对行政人员及行政机构提出的必然要求。
Creation of amiable government image to people has a great deal to do with the cohesion of the will of the people boost of support from public and confidence for government which may reduce the resistance to administration, improve the efficiency of administration, lessen the cost of execution and ultimately accelerate realization of government goals. So it is very necessary to research on creation of image of ＂amiable government to people＂. In this article , this question has been researched from the point of view of the power of free administrative discretion, and some measures have been put forward about creation and maintenance of amiable government image to people.
