摘要
针对长江海事局安全预警管理机制的运行现状,通过优化组合构建了"上级、自我、社会"三个层次的绩效评价框架,建立了预警管理运行机制内部自评价指标体系。运用层次分析法,得出不同层次指标的权重,构建了绩效评价模型,并结合2009年长江海事局10个分支局的预警管理试运行状况对该模型进行了实证分析。
Aimed at the present operation status of early-warning management mechanism of the Changjiang Maritime Safety Administration,a performance appraisal framework at three levels,i.e.Superior,Selfhood and Society,is constructed through organization optimization,and a self appraisal index system of early-warning management operation mechanism is set up.The weights of indexes at different levels are obtained by using AHP method and a performance evaluation model can be constructed.The model is verified through analyzing actual situations of early warning test run of ten Changjiang maritime branch bureaus in 2009.
