后哥本哈根气候谈判中的基础四国 被引量:10

摘要 基础四国是由中国、印度、巴西和南非等主要发展中国家组成的气候集团,鉴于其成员在发展中国家和世界上的影响力,使得该集团在国际气候谈判中备受关注。在构建后京都气候机制的谈判中,基础四国的立场表现了很高的协调性,但也存在一定的差异。总体而言,基础四国的出现和协调行动有力地推动了国际气候谈判的开展,为尽快达成后京都气候安排做出了积极的贡献,是后哥本哈根气候谈判成功不可或缺的重要力量之一。然而一系列不确定因素的存在,基础四国最终能在构建后京都气候机制中发挥何种作用,尚有待进一步观察。 BASIC Countries consist of China,India,Brazil and South Africa and its member states exerts great influence among the developing countries and in the world,which earns it much attention in international climate negotiations.In the process of constructing a post-Kyoto climate regime,BASIC countries behave in a highly coordinated way,but there still exists some contradictions in some specific negotiating issues.Generally speaking,the Coordination and cooperation among BASIC countries has promoted the development of international climate negotiation and contributed a lot to the post-Kyoto agreement,being an integral part to the success of Post-Copenhagen Climate Negotiations.Due to certain unconfirmed factors,the role that BASIC countries can play in constructing a post-Kyoto climate regime needs to be further studied.
