摘要
针对防洪除涝工程偏离城市,缺少统计资料,国民经济后评价缺乏规范程序和实际操作性较差的特点,介绍并分析了防洪除涝工程国民经济后评价的适用方法和计算步骤,并以河南省临淮岗淹没影响处理工程为例,采用实际发生年法和稳定增长法分别对防洪效益和除涝效益进行分析,对该工程进行国民经济后评价,结果表明,该工程经济效益良好,敏感性分析表明工程规模合理、抗风险能力较强。
With regard to the situation of flood and waterlogging control projects far away from cities and shortage of statistical data as well as the absence of normal procedures and the inconvenience of actual operation of the post-evaluation of national economy,the relevant methods and steps for the post-evaluation of national economy were proposed.Take Linhuaigang Submergence Treatment Project in Henan Province as an example,the project shadow investment was calculated.The flood and waterlogging control benefits were investigated respectively by use of the actual series law and the stable growth law.
