摘要
本文系统总结了国外水库大坝工程环境影响后评价的法律与法规体系、战略指南与导则,重点梳理了国外环境影响后评价的内容、评价程序与方法及实践工作。同时,本文从完善水库大坝工程后评价制度、尽快出台水库大坝工程后评价技术规范与导则、全面推进水库大坝工程后评价实践角度,阐述了国外经验对我国水库大坝工程环境影响后评价工作的启示。
This paper summarizes legal and regulatory system, strategic guidelines and guidelines of post-evaluation on foreign reservoir dam project environmental impact, and focuses on hackling content, evaluation procedures, methods and practical work of foreign environment impact post-evaluation. Meanwhile, this paper explains the enlightenment of foreign experience on China reservoir dam project environment impact post-evaluation from the aspects of improving reservoir dam project post-evaluation system, introducing technical specifications and guidance of reservoir dam project post-evaluation as soon as possible, and comprehensively advancing reservoir dam project post-evaluation practice.
