摘要
通过分析我国政府投资项目代建制实施过程中所存在的一些问题,指出现阶段改善代建项目管理绩效的重要着力点应该是项目管理制度层面的调整和优化,这就需要进一步完善代建项目治理。基于此需求,对项目治理这一公共项目管理绩效改善途径予以概述,包括它的本质、定义、内容以及它与项目管理的区别,并对代建项目的治理结构和治理机制的六个方面进行了深入、细致的研究。总结分析发现,实践中所提出的代建制改进建议均可归入代建项目治理结构和治理机制的6个方面。
This research investigates the problems existing in the practices of agent construction system and then points out that the crucial task should be to put on the adjustment and optimization of the agent construction project management institution at present to improve its performance.It means that the governance of agent construction projects should be improved further.Based on this practical demand,project governance is introduced as a way to improve the performance of public project management,including its essence,definition,content and its difference with project management.Subsequently,the governance structure and governance mechanism(including 6 aspects) of agent construction project are studied in detail.It is found that all the suggestions for the agent construction system improvement by the practice belong to the governance structure and governance mechanism above.
