摘要
"十二五"时期是我国加速转变经济发展方式的攻坚时期,转变经济发展方式问题不仅受到党中央、国务院和社会各界的广泛关注,而且是在资源压力、环境压力和国际压力环境下关系我国经济可持续发展以及建设资源节约型、环境友好型和小康社会的重大战略选择,具有极端重要性和紧迫性。公共财政应积极从调整优化支出结构、加大投入力度、实行奖限税收政策、完善税制结构、深化财政体制改革等方面为加快转变经济发展方式服务。
The 'Twelfth Five-Year Plan' period is a crucial period in China to accelerate the transformation of economic development mode.The problem of transformation of economic development mode has not only attracted extensive attentions from Central Committee of the Party,the State Council and the whole community,but also a significant strategic choice for China's sustainable economic development and construction of a well-off society of resource-saving and environment-friendly under the resource,environmental and international pressures with utmost importance and urgency.The public finance should play an active role in speeding up the transformation of economic development mode from such aspects as adjusting and optimizing the expenditure structure,increasing investment,implementing the tax policy of rewards and limits,improving the tax structure,and deepening the financial system reform,etc.
