摘要
本文以甘肃省金昌市、白银市和玉门市为例对资源型城市转型模式进行了比较研究。文章认为,一个城市经济中起基础作用的是主导产业,资源枯竭型城市转型,从一定意义上讲,就是主导产业的转型。体制转型是主导产业转型的动力,结构转型是主导产业转型的结果,发展方式转型是主导产业转型的手段。文章提出,准确定位是资源型城市成功转型的前提;再造优势是资源型城市成功转型的基础;产业培育是资源型城市成功转型的支撑;政府推动是资源型城市成功转型的保证。
Taking the municipal cities of Jinchang,Baiyin and Yumen in Gansu province as the examples,the author makes a comparative analysis on the transformation patterns of resource-dependant cities.The author believes that the leading industries play the basic role in a city＇s economy;the transformation of cities that are dependent on resources that are now depleted is also the transformation of the leading industries.The institutional transformation is the driving forces for the leading industries to transform;the structural transformation is the result of the transformation of leading industries;and the transformation of development pattern is the means for leading industries transformation.The author puts forward that correct positioning is the precondition for the resource-dependant cities to transform successfully;the advantage of reengineering is the basis for the resource-dependant cities to transform successfully;industrial cultivation is the support for the resource-dependant cities to transform successfully;and government promotion is the guarantee for the resource-dependant cities to transform successfully.
