摘要
根据贵州、云南、广西、四川和重庆等西南5省(自治区、直辖市)的自然地理、社会经济、干旱灾害等基本情况,特别是近几年特大干旱暴露出的问题,全面分析了干旱灾害的成因及其所带来的启示,从加快水利基础设施建设、加强生态环境保护、完善抗旱非工程措施、强化水利管理等4个方面提出了对策措施,以提高抗御干旱灾害的能力,为经济社会可持续发展提供强有力的水利支撑和保障。
In accordance with the basic situations of physical geography,social economy and drought disasters of Guizhou,Yunnan,Guangxi,Sichuan and Chongqing provinces（autonomous regions or municipalities）,especially the problems exposed by catastrophic drought in recent years,we analyze the causes and revelation of drought disasters and put forward the countermeasures from four aspects such as accelerating the infrastructure construction of water conservancy project,strengthening eco-environmental protection,improving non-engineering measures for drought relief and enforcing water management,so as to improve the drought-resistance ability and provide a strong support for the sustainable development of society and economy.
