摘要
公共危机管理理论作为一种特殊的危机管理理论其发展需要一种全新的理论框架的支撑,以"作为状态的危机认知"和"治理"理念基础上的公共危机治理概念框架应运而生。公共危机治理概念框架作为一种不同于原有的公共危机管理模式的理论架构对我国公共危机应对策略的发展有着重要意义。
With the coming of risk society,＂crisis＂ as the risk of extreme forms occurred frequently,threaten human normal order of life also contributed to the crisis management disciplines.People on the crisis and the crisis in the development of cognitive change in the way should a new crisis management to promote the formation of the theory.Crisis management theory as a special crisis management theory and its development requires a new theoretical framework of support,to ＂recognition as a state of crisis＂ and ＂governance＂ based on the idea of the conceptual framework of public crisis management form naturally.Conceptual framework of public crisis management is different from the original public crisis management,and its development has an important significance for china crisis response strategies.
