摘要
实行移民综合监理是国务院三峡工程建设委员会为推进三峡工程移民工作管理创新的重大举措。从1994年建立三峡工程移民综合监理制度以来的16 a实践证明,实行移民综合监理,对于促进水库移民可持续发展起到了重要作用,并在实践中取得了显著效果:①促进了以民为本理念的深入贯彻落实,切实保障了移民合法权益;②促进了移民搬迁安置进度、质量和效益的均衡发展;③有利于统筹移民工程与库区生态、社会、经济的协调发展;④健全了移民工程全面质量保障体系;⑤改善了移民政策,提高了惠及民生的实效;⑥提高了移民工程管理控制科学化水平。针对三峡库区移民安稳致富、生态环境保护、地质灾害防治新任务,以及创建和谐稳定新库区要求,需要进一步创新理念和工作方式,促进综合监理向更高层面和深度发展。
The implementation of comprehensive supervision was an important measure to promote management innovation for TGP resettlement taken by the State Council Three Gorges Project Construction Committee.The comprehensive supervision system has played an important role in sustainable reservoir resettlement,and achieved obvious effects： ① promoted the sense of human-oriented spread and guaranteed legitimate interests of relocatees;② promoted the balanced development of resettlement progress,quality and benefit;③ be beneficial to the overall and coordinate development of ecology,society and economy in the reservoir area and the resettlement works;④ perfected the overall quality guarantee system of resettlement works;⑤ improved the resettlement policy and effectiveness of practical livelihood of relocatees;⑥ upgraded the scientific management level of resettlement works.In the light of new tasks of stability and getting-rich of relocatees,ecological protection,geological disaster prevention and control in the reservoir area,as well as the new demand of constructing a harmony and stable reservoir area,the idea and work mode of comprehensive supervision should be innovated further.
