摘要
从医院运营管理的角度,对113家基层医院及13家中小型三甲医院进行对照研究,比较两者间的投入、转换及产出的差异,旨在探索基层医院的运营管理效率及可改善之处。本文以事实和数据为基础,对基层医院与中小型三甲医院的运营状况进行比较。主要发现:①基层医院的运营效率相比中小型三甲医院低:医护配比不合理,后勤占比较大,员工业务收入能力不强;②2006-2008年间,基层医院的运营效率有明显提升。医疗设备占比增加、医护配比趋于合理、住院量及业务量迅猛增加;③基层医院运营效率还未能得到根本性的提高:虽住院量增速明显,但门急诊人次数增速不高。由此可见,基层医院在承担常见病和多发病的基本医疗服务的同时,可能由于技术水平还未获得患者肯定,一则表现门急诊量增幅不大,再则病床使用率相对较低。医院运营效率还有较大提升空间。
We made a contrast study on the 113 hospitals at grassroots and 13 middle or small-sized hospitals of three A in the aspect of the operational management of hospitals.They compared the differences in input,transform and output among the hospitals in order to find out the efficiency in the operational management and the room for improvement in the hospitals at grassroots.Based on the facts and data,the writers compared the operations in hospitals at grassroots with the middle or small-sized hospitals of three A and made the main findings：①The operation efficiency in hospitals at grassroots is lower than that of the middle or small-sized hospitals of three A; There is the unreasonable proportion of doctors and nurses,more share of logistics and the poor ability of business income of staff members.②From 2006 to 2008,there was an obvious rise in operation efficiency in hospitals at grassroots.There is more share of medical equipment,the tendency in the reasonable proportion of doctors and nurses and the rapid increase in the number of inpatients and the volume of business.③The operation efficiency in hospitals at grassroots still hasn＇t been fundamentally upgraded.The number of inpatients is obviously larger,but there isn＇t great increase in the number of patients in outpatient and emergency treatment.Thus,the hospitals at grassroots are not trusted by the patients because of their techniques.
