摘要
文章从图书馆作为公共文化服务体系中基础和主体设施的实际作用、美国和中国的图书馆立法实践和图书馆作为"地方性事务"的性质等方面论述了推进地方图书馆立法中面临的立法的必要性、地方立法的必要性和建立地方性法规保障的必要性等三个"必要性"问题。
This paper studies such issues as the fundamental and principal role played by libraries in public cultural service network,the library legislation experiences of both China and the U.S.and the nature of libraries as local matters,etc.Based on the analysis stated above,this paper elaborates on three necessities to promote local legislation for libraries,as is the necessity of legislation,local legislation and establishing local law support.
