为了提高综合性医院对医科大学和医学院校实习生的临床实践素质，培养实用型医学人才的实践能力，建立综合性医院的教学带教管理组织机构，完善各机构的工作职责，建立统一的带教考核标准程序，建立各医科大学和医学院校对自己的教学实习医院的定期检查、考核、评比制度。
