摘要
目前,我国生态危机管理体系已具雏形,但仍处于"粗放"状态。尤其在管理制度的创新过程中,面对高效的统一决断机制与协同治理理念的冲突困境,更多地将求解之路放在了对制度的解构与重建上,而忽视了对生态危机的思想文化之根的挖掘。在此,我们立足于建构论危机观和西方生态思潮的理论发展,阐明生态危机治理制度运行的社会文化逻辑,并试图为我国危机管理的制度创新另辟蹊径:以制度内文化经营及结构外社会文化重建的双重文化支持为基石,解决危机治理结构中的冲突困境。
The management system of ecological crisis has itself model. It is still in extensive condition. Especially,in the process of creation, facing with the dilemma between effective, decisive mechanism and cooperative management mechanism, we emphasize on deconstruction and reconstruction of system, neglecting the cultural root of ecological crisis. This paper constructs the ecological crisis idea ,illustrating social culture logic in the system,and finding a new way： basis on inner culture manage- ment,outer social culture reconstruction,to resolve collision dilemma in the structure of crisis management.
