摘要
自上世纪80年代以来,村民自治的实施与推广对我国农村地区产生了深刻而广泛的影响。农村基层组织呈现出多元化的组织发展趋势,农村普遍设立了村党支部、村民委员会、村经济组织以及多种类型的其他组织。在农村社会的转型过程中,农村基层组织在实际运行中出现了诸多问题。通过对村民自治背景下的农村基层组织及体系研究,调查分析实际运行中农村基层组织存在的问题,提出建设性的意见和对策,旨在构建新形势下的农村基层组织体系,推进新农村建设。
Since the 80s of the last century, the implementation and promotion of village self-government in rural areas of China have had a profound and extensive impact on rural areas. The rural grass-roots organizations are characterized by the trend of diversity： the village Party branch, the village committee, the village economic organizations and various types of other organizations are extensively set up in rural areas. In the process of social transformation in rural areas, many problems have emerged in rural grassroots organizations＂ actual operation. By describing the context of villagers＂ self--government system in the rural grassroots organizations, the paper investigates and analyzes the actual operation of the problems of rural grassroots organizations, and put forward constructive suggestions and solutions to create a new system of the rural grassroots organizations in the new historical period, in an effort to promote the new rural construction drive.
