摘要
20世纪80年代以来,随着社会政治经济的发展,传统的官僚制越来越不适应现代公共管理的发展,在这种情况下,企业家政府理论便应运而生了。这种理论有它产生的原因与必然性,也有其显著特征。作为一次政府再造运动,企业家政府理论对于重新审视现时代的政府角色、正确认识政府的职能有重要启示,并对许多国家的政府再造提供了经验和思考。
Since the 1980s,with the social,political and economic development,the traditional bureaucratic system become increasingly unsuited to the development of modern public administration,the theory of entrepreneurial government came into being.The theory has not only its own ways and inevitability,but its own distinguishing features.As a government reinvention,the mind of entrepreneurial government have an important inspiration to re-examine the role of a modern government and to acquaint correct the functions of government.And it has provided experience and reflection for reinventing government in many countries.
