摘要
介绍美国国有林以生态系统经营为目标的改革。进入90年代美国国有林的经营方针发生了根本性转变,转入以生态系统经营为基础。为实现生态系统经营进行了组织和规划决策的改革,并开展了大规模的实验。
Abstract The national forest ecosystem management in USA is described. Since 1992 national forest management has been adopting ecosystem management as an overall management direction and began to amend planning regulations and to reorganize the management structure to help implement ecosystem management. It also began to put a largescale experiment of ecosystem management into practice. The reformation of national forest caused is mainly has been by an upsurge of the number of environmental movements.However, cultural and professional diversity at the Forest Service also contributed to an internal movement towards reformation. Although the reformation of national forest is facing political intervention,polarized of public opinion about forest management, and institutional barriers,many Forest Service employees support reform. It should be noted that the cultural and professional diversity of the organization makes it possible for forest management to reflect social diversity and promote selfreformation.
