摘要
大运河遗产保护规划的目标是建立文物部门、水利部门、地方政府和民众共同遵守的准则,并科学地设置保护项目,以实现运河保护和可持续利用等方面的多赢。本文以大运河山东德州段遗产保护规划为例,探讨了大运河遗产保护规划编制前期工作中的认知和研究问题。其研究结论是:(1)对规划对象遗产价值的分析以及对遗产现状的调查是实现保护规划既定目标的先决条件,是保证规划达到文化遗产保护和运河可持续利用的保证;(2)德州段运河的工程技术与本区域水资源条件密切相关。运河连续弯道、减水坝和岸域植被等是体现本段运河遗产价值的关键工程,因此本规划的核心是水利工程保护和运河历史环境修复。
The purpose of the heritage conservation plan of the Grand Canal is to establish the common principle and rules,which should be obeyed by the management authority of Cultural Heritage,the management authority of water resources,the local government,and the public,and to establish conservation projects scientifically to realize the win-win object of the conservation of the canal and its sustainable utilization.Based on the recognition process,it is possible to define the subject and the technology of protection.Using the case of the Grand Canal in Dezhou,Shandong Province,we discuss the recognition and research in the early course of compiling of heritage conservation plan of the Grand Canal.It is concluded that recognition and essential research on the Grand Canal is the prerequisite to realize the goals and the basic work to ensure the authoritativeness,practicability,and cultural charm of the plan.
