摘要
重点回顾了中文作者尚未系统总结的2003年以来英文针对交通拥挤收费的有关专业文献,介绍了迄今中文文献较少提及的若干国际上已实施的交通拥挤收费的实例。基于有关文献和案例研究,作者指出了交通拥挤收费做为缓堵政策所具有的优、缺点及实施时应该遵循的指导原则。利用交通拥挤收费为一个要素的综合交通政策,让私人化的机动出行所获取的收益和其所带来的全部社会成本相适应,将是解决中国城市交通问题的关键。
This paper focuses on international peerreviewed literature on congestion pricing published in English that Chinese authors/scholars have not yet summarized.It also introduces congestion pricing cases that have been implemented outside China.Based on the literature and case studies the author identifies the cons and pros of congestion pricing as a public policy aimed at reducing traffic congestion,discusses the guiding principles for implementing the policy.The key to reduce traffic congestion in China would be a comprehensive transport policy of which congestion pricing is a central component and that private motorists pay the full costs of their travel imposing on the society.
