摘要
南水北调中线一期工程丹江口大坝加高工程涉及河南省农村移民约16万人,搬迁强度大,涉及范围广。为此,必须结合南水北调工程及河南省的特点,做好农村移民安置实施规划,切实解决好移民安置对接、生产安置方案拟定和居民点设计等关键问题,做到程序合法、技术合理、方案可行,实现移民搬得出、稳得住、能发展、可致富的安置目标。在制定河南农村移民安置实施规划时,在这方面进行了有益的实践。对移民村与安置点的对接、移民生产安置方案的拟定、移民居民点的设计等方面的探讨过程进行了概述。
There are 160 000 rural relocatees in Henan Province involved in Danjiangkou Dam heightening project of Phase I Works of Middle Route Project of S-N Water Diversion,and both the relocation intensity and area are large.Therefore,it is necessary to carry out implementation plan of rural resettlement and solve the problems including take-over between resettlement works,production resettlement preparation and residential area design.The process should be legal,the technology should be reasonable and the scheme should be feasible.The resettlement goal is to help the relocatees to move out first,settle down then,and develop to a better life.We made meaningful practice of implementation plan of rural resettlement in Henan Province.The works such as taking-over of immigrant village and residential area,preparation of production resettlement and design of residential area are briefed.
