摘要
针对大喀纳斯旅游景区总体规划的内容,在野外实地调查和资料调研的基础上,首先采用矩阵法建立环境影响因子识别矩阵,对规划实施可能造成的环境影响进行识别,同时借鉴国内外研究成果,筛选出37个评价指标,归为旅游资源、生态与环境、社会经济文化、风险灾害、可持续性等6大类指标。再根据专家咨询系统的反馈信息,利用层次分析法(AHP)确定各评价指标的权重。最后结合调研数据对指标体系赋值计算,进行量化的大喀纳斯景区旅游总体规划环境影响评价。结果显示:规划的实施对景区大环境有利,但是分项指标表现出对生态指标(B3)和风险灾害指标(B5)有负面影响。
In this paper,an index system for environmental impact assessment of the Kanas tourism planning is developed by identifying the environmental impact factors base on the available data. The index system includes 37 indexes related to tourist resources,ecological environment,natural environment,social,economic and cultural aspects,risk and disasters,and sustainable development. Analytic Hierarchy Process （ AHP） is used to identify the weights of all the indexes. Evaluation criteria and recording method of all the indexes are brought forward. Finally,the index system is used to assess the environmental impact of the Kanas tourism planning. The main conclusions are as follows：（ 1） Developing the index system of environmental impact of tourism planning is to predigest the rule of environmental impact into the weight of the index system,develop the criteria,calculate the research data from the field investigation in the study area,and judge the acceptant degree of the impacts based on these calculated results. The environmental impact process is predigested and the reliability of the evaluation results is increased by using this method; （ 2） The evaluation results of the Kanas tourism planning reveal that the implementation of the planning can bring about some advantages to the environment in Kanas. The predicted values of the ecological indexes （ B3） and the risk and disaster indexes （ B5） are all lower than the actual values; （ 3） Environmental impact identification is a connecting link between the preceding and the following. The results will significantly affect the scientificity and reliability of the development of subsequent indexes. Moreover,the environmental impact factors from the environmental impact identification are appraisable and have the maneuverability and economy under current technological conditions; （ 4） The study results can provide the basic proposals for the practical applications in environmental impact assessment related to tourist resources programming.
