摘要
城市轨道交通是解决大城市公共交通的重要手段。城市轨道交通系统建设是持续的、耗资巨大的网络系统,资金问题制约着我国地铁建设的持续发展。地铁建设过程中的投资控制成为一个重要问题。其中地铁车辆采购投资占整个系统投资很高的比例,合理控制地铁车辆投资在地铁建设投资控制中有很重要的意义。基于系统思想调查分析了地铁车辆招标的目标;结合地铁车辆的技术特点分析了影响招标的因素,构建了评标的指标体系;综合考虑招标目标和指标体系的特点建立了地铁车辆招标评标模型。
Along with urbanization and the sprawling of cities, urban rail transport has become an important means to solve the problem of public transport in big cities. The construction of an urban rail transit system is usually time consuming and costly. The major constraint in subway construction facing China today is the lack of capital. Accordingly, cost control has become an important concern in subway construction. Investment in subway vehicles accounts for a high proportion of total costs in the whole project. Therefore, reasonable control of investment in subway vehicles is of great significance. The paper starts with an analysis of the objectives of subway vehicles bidding from the perspective of system thinking. It then analyzes factors of the bidding in light of the technical characteristics of subway vehicles and constructs a system of evaluation indexes. Finally, an evaluation model is built in accordance with the above said objectives and the characteristics of the evaluation indicators.
