摘要
来自基层一线党政领导干部培养选拔链,就是从基层逐级选拔优秀干部到党政机关领导岗位。从基层一线培养选拔干部,对树立正确的用人导向、激励广大干部在基层和生产一线干事创业有极其重要的现实作用和长远历史意义。要按照十七届四中全会精神,创新选拔思路,规范来自基层一线党政领导干部培养选拔的标准方式和程序,着力优化来自基层一线党政领导干部的培养链、素质提升链、择优选任链、选拔过程把控链和监督链,建立和完善激发基层干部队伍活力的良性机制。
The cultivating and selecting chain of Party and government leading cadres from gross-roots levels means selecting excellent cadres from gross-roots levels to the leading posts in Party and government organs.Selecting and cultivating cadres from gross-roots levels is practical and significant for setting up the correct guideline for oppointing cadres,motivating all the cadres to make great achievements in the basic levels and production base.The Fourth Plenary Session Spirit should be followed to innovate the selecting views,normalize the the standard of cultivating and selecting Party and government leaders from the gross-roots levels and improve the leaders＇ cultivating chains,quality-rasing chains,selecting chains of the superior leaders,the controlling chains for the selecting process and the supervising chains,so as to establish and improve the favorable system to motivate the gross-roots level leaders.
