摘要
治理理论是在回应传统公共行政的弊端基础上产生的,是一种协调、互补性的理论,主张多元主体的合作。治理理论的这种回应性决定了它是一个概念宽泛、模糊的理论范式,并且存在多维困境。但是困境的存在对于治理理论的作用却是双向的,它一方面造成了对治理认识的冲突和指导治理实践的障碍,另一方面却又成为治理理论不断发展与完善的动力。
Governance theory is in response to the defect of traditional public administration,is a co-ordination,complementary theory.It advocates cooperation among the plural subjects.The responsiveness of governance theory has determined that it should be a theory paradigm with broad and fuzzy concept,and be in a multi-dimensional dilemma.However,the dilemma produces two-way effect for governance theory.On the one hand,it is the obstacle of understanding about governance theory and practice.On the other hand,it is the driving force for the development of governance theory.
