摘要
近年来,信访受到越来越多的关注,以至成为社会稳定的一大问题和隐患。信访制度是我国特有的一种制度安排,重新认识并把握其历史定位有着重要的意义。本文从我国信访制度产生的历史背景和过程出发,分析了制度设计的初衷;进而从传统政治文化、联系群众的作用等五个方面探讨了信访制度在我国当前存在的原因;最后讨论了各方对信访制度的不同看法与态度,提出了看待信访制度的三个基本原则。
In recent years, the letters and visits system has attracted more and more attention so that has become one of the biggest problems affecting social stability. The letters and visits system is unique to China. And it has an important significance to realize and understand its historical orientation. Based on our historical background of the emergence of the letters and visits system, we analyze the original intention of this institution, and explore the reasons why such an institution can exist from the traditional political culture, linking with the masses and other aspects. Finally, we discuss the different opinions and at- titude to the letters and visits system and put forward three basic principles to it. Through examining such an institution from triple - dimensions, we hope it can inspire the reform of the letters and visits system.
