What is the role played by citizen media in a mass communication-mediated society? How should we construct a multiexpression-enhancing citizen media? Taking the PeoPo news platform and its users, citizen reporters,in Taiwan as an example, this paper uses qualitative methods of in-depth interviews, participatory observation and online citizen journalism text analysis to make an investigation into how the practices of citizen journalism promote citizen actions. The research, from perspectives of participatory communication and empowerment, reveals that the interaction between citizen media, citizen reporters and social organizations is indispensible;citizen media empowerment is a participatory communication process, thereby emancipating, cultivating, aggregating and sustaining the perception and competence of citizens' actions.Participatory communication not only facilitates collective action and resource mobilization on communal level, but also leads to constructing an alternative public sphere at societal level. However, the transformation from citizens' communicative empowerment to social action still is subject to the power relationship and communication ecology of society,as well as the development of civil society. This paper also regards citizen journalism in China's Mainland as 'public communication in the absence of citizen media' and explores some related issues.
